Note the missing parenthesis in TeX? output:

The result of the commands:

  )set output algebra on
  factor(-x^2-1)

is:

              2
  (1)     - (x  + 1)  $$
  -{{x \sp 2}+1}
  \leqno(1)
  $$
        Type: Factored Polynomial Integer

So, yes you are correct that MathAction is not presenting the algebra output correctly. The TeX? output however is missing parenthesis. It should be
